90 degree upward bounce has it's limits. Like Kent3888 mentioned, if the ceiling is 5 floors high, you won't get any bounce effect. You'll only get direct light from the side of the flash.

I would consider using flash if it was a portraiture shoot, but not during an event like this.

VR1 not sharp at 200mm wide open? o_O...

I don't have much experience with 70200 VR, but was told performance is quite similar?

I think the correct term is the lens not capable to resolve 16MP DX sensor's pixel density.

That has nothing to do with the lens / body. I used friend's D7000 before on my lens, both the 1635 and also 85G, no such issue.

Photo is under exposed, try your D700 underexpose it also at 200ISO you get this lah.
