yes, primer and undercoat are the same thing - you need to ask the DIY shopkeeper, undercoat for wall or metal - the purpose is that the paint will last longer (only can answer tis for u, cos recently painted my own place) 
not quite... the correct paint system is like this(for concrete)
1) sealer
2) finishing paint
and
1) sealer perform 3 functions(for concrete)
a)to seal the bare concrete from cavity
b)withstand alkalinity of wall
c) additional adhesion to finishing paint
2) primer-for concrete(same as above)
3) primer-metal(Several type exist)
a) etching primer, shop primer etc. but the most common is oxide primer
4) undercoat-
a) a generic term for all sealer not primer-for concrete(which is not precise)
b) it is another layer after oxideprimerfor metal which act as ahdesive layer for finishing coat

2) use puttyfilla-please use better brand and use sand paper to sand it evenly
3) follow stel below
a) use paint remover(not thinner or turpentine) to remove ALL existing paint
b) use sand paper or wirebrush to scrap off any rust/oxide layer that may exist
c) use oxide primer(better brand-nippon/par/jotun/ICI) don use never heard of brand
d) use undercoat9for metal) not oxide primer- as oxide primer`s function is to protect from rust. undercoat is to provide adhesion
e) 2 layer of metal paint(PAR`s supergloss/Nippon 9000) series
good luck.. if you follow step above, the paint can last for 20years for indoor(interm of colour retention/peeling/crack/chalking)
P/S step (d) can skip, but it will not stick thatwell... peeling might happen in few years time
it is best to use premium grade gloss paint...
