Japanese PSN Downtime Being Caused By 'Conflicting Issues' With Japanese Hosting Company
According to an exclusive source on Gamergaia.com, the Japanese PSN is currently down, not because of reasons currently stated, but because instead Sony has an issue with the hosting company in Japan. Our insider source claims he has a contact inside the hosting company that manages the Playstation Network in Japan. Apparently there is currently somewhat of a disagreement between members of the hosting company and the Playstation Network about the terms of use on the new, implemented version of the PSN, which is what is causing the Japanese PSN to remain down. Our source also elaborates that the spat seems to center around 'the change in server attributes'. According to 2ch.net (Japanese site) , the problem is with Sony not following protocols of their internet service, so the problem is between Sony, the Hosting company. The Ministry of Commerce is also said to be interfering to reach an agreement between Sony and the hosting company as well as setting guidelines for how the job will be done. SOURCE |

Sony won’t be allowed to restore PSN in Japan until it proves that it has followed through with preventative measures for future hacking attacks, and it has taken further measures to protect consumer credit card and personal information, Japanese official Kazushige Nobutani told Dow Jones. In case of PSN restore, the "welcome back" package included free 2 PSN games.
Pick 2 from 5. This is the implementation of US. Asia will be the same I guess...
