Looks like tyre shoulder.
The usual patching. There's some black stuff being pasted on it

You mean the patching that they stick the black stuff from outside and push into the puncture area? That is actually only temporary solution, long term usage will damage the tyre. You need to ask them patch from inside method, they need to take out the tyre from rim and patch with a round rubber. More expensive about RM20 but the tyre will last longer.

What's the dimension for polo 1.6 15" rims? Is it 100 or 114.3?
Thinking of fitting in 235/60/16,5x114.3 rims.
