i would say head light or head heavy racket is based on ur playing style.. offensive player would like head heavy racket.. u will love the power..
i would say beginner should get flex to medium stiff racket.. not really head light or heavy..

victor has a lot of good models but your budget is not sufficient for any of the popular ones haha
take a look at Artery Tec series

AT-Ti99 is quite good for its price.. my fren bought 1 at rm 200 wit bg66 ultimax n karakal super pu grip
bs09 is nicer for me.. that time i found at rm350 wit bg66 ultimax n karakal pu grip.

ATT99 is my old warrior..good stuff!
