This is very questionable.

The person who filmed this video was watching but did nothing to stop the incident.

The one filming is the baby's mother?

The video certainly looks cruel without context.
But the person filming's hands are shaking and it is not a hidden camera capturing the incident.
To me, it doesn't look natural and certainly looks very suspicious act there.
The camera person is quite silly by doing nothing.
