Just use iFile or iFunBox browse to dir /Applications/Preferences.app/ and open the file General.plist for edit. There should have 2 lines with typo ie. "Mutlitasking" , just correct it to "Multitasking" then save the file and reboot ur iPad. The multi gesture on off button should now appear in the general setting. Proved on my iPad with iOS 4.3.3
