Condo? I guess due to the volumn of work the need to do, hence have put less cement on it. hence if you knock will hear empty sound back.Will there be alot of rework to hack it and paste back with real cement instead of empty hole underneath the tiles?
Advice is just leave as it, except you have plan to change all the tiles since no contractors able to guaranty didn't break the tile next to it.

Interesting info, I know have such for roof top but didn't noticed have for tiles too...
