I just checked thoroughly each bank I have the rate was changed

Amex Green Charge 2.50%

Maybank 2 Gold Amex 1.25%+1%

I found that Maybank is charging 1% conversion rate plus 1.25% extra fee, total up 2.25% for visa and master. amex is 2.5%.
Correct me if I'm wrong.

after called card center I found that their rates are not exactly same as their website.

but when I checked my statement, it did not show out any gst etc, I believe it has included.
so far, after I compared and used it, CIMB exchange rate is cheapest.

conclusion CIMB cheapest

cross border only be charged if you ask the merchant in oversea to charge you in RM
this usually happen in online payment, cause you don't know where the merchant located

but if travel oversea swipe oversea
no cross border fee
my experience CIMB cheapest

Definitely PBB Quantum
Amex bank charge 2.5% in additional to amex conversion rate

basically non-pbe online payment considered as online transaction and eligible 5% cb for quantum master
quantum visa no cash back for online transaction
amex 2.5% additional charges is pain compare to 1% visa/master
