The exchange rate 3.096660 is including the 1% bank fee. If you enter bank fee 0% to the exchange rate estimator (http://corporate.visa.com/pd/consumer_serv...er_ex_rates.jsp), the exchange rate is 3.066 which is match the rate of 3.0966 when entering bank fee 1%
