Its censored merely because Japanese laws on pornography isn't solid. There's a huge loophole. There's a law against indecent exposure but nothing on pornography. That's the main reason why the genitalia are always censored. The uncensored ones are actually produced by underground studios.

and they are more open to teenage/child nudity as long as no genitalia is clearly shown. Opposite of the west, genitalia no need to censor but child porn is no-no
