I'd give 1 year free rental to a big anchor like Jusco, Cold Storage, even Jaya Grocer just to get things going!

From the banner, it looks like a 50 cents supermarket.

i just stay at working distant.
Bad management, no good marketing to plan and pull big name tenant and customers.
If they still maintain same attitude, sure die.

My suggestion:
1. Cinema - mini cinema also never mind.
2. Plan well for the open air foyer. Put 1 row all with restaurant, then another roll with pubs, bar. With good food and drink place, ppl don't care much the location.
3. The worst case is make it a night life center entertainment center: KTV, SPA center, Disco, Night Club ,etc. Those ppl will like it to be at non famous place so less chance to be seen by relatives, colleagues, in-law, etc... 

or... last just empty it and make it a big play ground for paint ball!!!
