Is it possible to request to change IP range nowadays? How to do it?

i keep getting 175ip here in penang and the ping is horrible! neighbor 2MB streamyx with 124ip ping is so much better. no luck in changing the ip after many tries with restarting modem

hi all own 4mbps speed test show 4mbps fine
but da prob when surf fell like 2mbps .. hurm felt like no different or only my fellin .. or windows prob .. but for sure if watch youtube just after add pop up dat vdo stop.. usually i click at time line after add and vdo goes normal.. why eh?? |

Their US & EU link completely fµckup, connection suddenly goes dead. I have report this issue 2 days ago and their stupid auto reply say need to take 3 fµcking days, until now i didn't receive any shit from them. What a stupid cµnt!
