Extended without following the rules sure won't get the CF...but you still need to submit to MBSJ for approval...there is a MBSJ guy at that area purposely to do this...the guy will help you submit a standard one to get approval...you can start do construction upon submission without waiting for the cert...and you won't get any disturb because that area is covered by that guy...

If not, they will come to saman you or the worst, ask you to stop construction and destruction...
