Another thing is , sometimes pc's cant support the amount of energy needed by the iPad to be charged , so thats why Apple bundled it with a charger
You might wanna try a full restore before sending to Apple

First of all try to close all the multitasking application and see does it makes any difference. If it still not charging, press and hold both sleep and home button until it reboot and check again. The last resort is to restore it back to the original firmware check again. If its still not charging then it could be a hardware failure, send it to the Apple Service Centre then. Make sure you are connecting to the wallplug instead of the PC's USB port for the above procedures.

first off, many thanks for the replies. i did take note that i should restore before i send for warranty(if there's left). and i'm using wallplug all along to test if it can charge. anyhow, i seems to having a problem with itunes working on my laptop. so i can't really tell if the iPad's battery socket(where we connect the iPad with wall plug charger or used to connect to the PC) is working. so if say worst case scenario it seems to be not working. what solutions do i have? do anyone here know if were to fix it how much will it cost? is the warranty FULLY void (considering just to fix the socket)? appreciates all the help given.

You can give it a try if you have friends who have a the USB cable, borrow from them and try it with your wall plug.
