I used to bring a few copy of 'concent from' in my camera bag. Yes, we do need to get the owner's concent if we wish to publish a photo, be it a property or person (and many other rules) the photo copyright belongs to you does not give you right to publish it. 
But again, I can say over 90% of the public will just ignore you when you bring the form to them and try to explain what you are trying to do.
