To answer your first question, the road tax would cost the same.
However, cars registered in Sarawak and Sabah pay a lower rate .... a friend of my family just registered his 6.0L Bentley in Sarawak for this reason.

Discounts on road tax are only given for "classic cars" - more than 25 years old (80% discount) and "vintage cars" - more than 50 years old (90% discount)

My friend's boss (in KL) just registered his new 6-litre Bentley in Sibu to save on road tax, but neither car nor owner needed to go to Sarawak.
