Don't turn off unless not using for a few days. Whenever you turn off/on that you are risking power surge that is harmful to electronics.

It depends on the number of water outlets you are turning on at the same time. The water pressure feels powerful enough with my Walrus 1hp pump with 3 outlets turned on.

Also to consider is if you want to buy a water pump with a reservoir or not. Having it will help your water pump to turn on less frequently but depending on the amount of water you use la. If you use more than reservoir everytime you turn on the tap then don't waste money on it.
