reasonable answer IMO.. if your paint is still ok.. why bother to repaint again.. just directly apply top coat..

Depend.. 1tier paint IMO is Dulux, Nippon, jotun.. all these 3 should provide a decent result..

based on my previous renovation exp. the 5k quotation is about right IMO.. if you were saying 3k for the paint and labour usually will cost you around 70-80% of total paint cost..
