Looking at a girl who zaogeng in a public place is definitely not a crime. Peeping is clearly defined below, and the key word is "PRIVATE PLACE". A train or bus is not a private place. If a girl wear low cut and expose herself to me, I can freely look at her because in no way am I trespassing in her private area.

"A person commits the crime of criminal surveillance if he or she intentionally engages in surveillance while trespassing in a private place. Surveillance is generally defined as the secret observation of the activities of another person for the purpose of spying on them and invading their privacy. It also applies to a person who peeps through windows or doors."

However, please note that taking a picture IS a crime! So guys please remember if next time you see a girl expose herself in public :

"Nice to see, safe to ogle, but touch and die, and dont take pics"
