simple answer: no.
complicated answer: not directly. A browser called Puffin (as well as several browsers other out there) uses remote desktop technology incorporated into browser to decode Flash. Read: decode flash on server and send as video+audio stream to iPad, iPad send back mouse click events to server. it's a legal loophole, since RDP is allowed by Apple). Downside: Slow internet connection (imagine being stuck with EDGE on DiGi, like I am now- due to being on vacation in the east coast) renders it mostly useless. Also my tests show that so far Puffin cannot send back keystroke events.
