It's Intel SpeedStep which cause ur cores downclock to 1.6GHz (16x multi) for power saving purpose during idle. During load it will increase to bios set of 4.1GHz (in ur case). If u want to use 4.1GHz all the time, in BIOS settings under CPU Features pls disable C1E, C3/C6, EIST. Same thing to ur GC, it is downclocked to 50MHz during idle to save power.
