Every first release or issue toys got something extra special, it doesn't matter Super Sentai or Kamen Rider or Ultraman related toys. All of them are the same and part of a campaign that BANDAI made (to make the fans buy 'em).
Examples: Super Sentai - Goseiger's Gosei Tensword with Super Goseiger Tensou Cards. Kamen Rider - DX Fang Memory with Shotaro Joker Memory. Ultraman - Can't remember which Ultra Act (CMIIW I think is Tiga ) with a mini UMW (Ultra Machine World) GUTS aircraft toy were included for the first release. I am so poisoned by Mobirates, DX GoZyuJin and SHF Gokaiger Figures.
