Solution 1: dont use wmp but im not sure, the video skipping might even not works using mpc-hc
Solution 2: update your codec and Haali Media Splitter?

it never works as fast forward button. and it was not designed to work as you think.

if u want to fast forward using keyboard, use the progress bar.

Update your codec packs and reinstall if necessary.

I recommend standard K-lite codec pack.
