Other things to consider:
Overclocking CPU: 3820TG win! Sandy Bridge in 3830TG is not OC-able. SB is consider to have 15-25% better performance (with same clock speed), but if you OC 3820TG, should be able to get like 20%-35% increment in performance. My i5-480 with default 2.53Gz can easily push to 3Gz
Overclocking GPU: 3820TG should win! 3820TG has dedicated fan for it's GPU. 3830TG only has 1 fan for both CPU+GPU. My 5650 can be pushed from default 3dmark06 = 7.6k to 10k (~30%)
Hopefully someone can benchmark an OC 3830TG when it's released later, see if it can match 3820TG...
