I don't have the card but just curious, why can't you pay online? Just RM2 for interbank xfer via MEPS. Save time and petrol, worth more than RM2 unless you stay close to OCBC branch.

haha dont get me wrong, I would save the RM2 if I could but just not worth the effort (like travel, petrol, find a car park, parking ticket, kena summon if didn't put parking ticket, "machine temporary out of order" and what not).
Why so few OCBC branches in Klang Valley, even Citibank got more now?

Just use "Transfer" via Maybank2U, usually there'll be a processing fee of RM2 since it's via Interbank MEPS transfer.

Wait a minute, I didn't know that... meaning if you have a credit card each from Citibank and OCBC, you'll not able to get a third card from say MBB?

Via snail mail? No la, they won't send the CC via snail mail. It'll be through courier and anyone from your address can sign on behalf.
