Get both so you won't miss out on any great games on either platform. If you can't afford both i'd probably go with the PSV. I have a 3DS btw and i honestly can't really vouch for it that much. Their software lineup is pretty weak right now, even their upcoming titles aren't that much to look forward to imo. But that depends on your taste really.
But that's just my 2 cents, important thing is, enjoy gaming any which way!
