I highly doubt this lady "Kor Siok Cheng" has anything to do with this incident. I know her personally, and indeed, she's not from Penang (not to mention the glaring obviousness difference in name of the bank account holder "Khoo Siok Cheng", and she is not active in online forum participation etc).
