How about Jeju Air? From what I read at their website, it seems they only allow hand carry luggage. Is that true? Or they do have allowance for check-in luggage as well?

The Size and Weight of Free Baggage Allowance
Free baggage may be declined if the size of the baggage exceeds 203 cubic cm (widthXlenghthXheight).
Weight per baggage should not exceed 32Kg and should be distributed amongst multiple baggage if the single baggage goes over the limited weight.
