 What happen if contractor did not follow specs, - engineering specs

Is this the norm? The specs says 4 J16 rods but he uses 6 J12 rods but he says is strong enough
so it is already not following the specs...

For car pavement over existing drain, recommended BRC but he uses J16 bars and tie them, he says this is stronger - not following specs..

yes..it is Y16 and T16 , don't know where the J came from..too confused..looking at engineering drawings..
also what is pad footing 1200 mm ? is it 3 feet deep and 3 feet wide cement footing for column?

Mpst contractors in Malaysia like that from experience? When I confronted him, it seems he has not read the specs..or choose to ignore it..

Thank you, you are very honest-one..like that how do we get the CF? I heard that I need council officer to visit the completed site before issue of CF
or most people do not proceed to CF and loses their deposit as too much hassle/risk.

Like that 9 out of 10 people who renovate will not comply if choose the lowest quote - sure cannot meet one..

I was wondering if the walls and columns are plastered, how would anyone know they curi? or experienced eye can see?

To really check, have to break or dig to see how deep, who will do it?
Anyone knows? Once approval given by council, who monitors?
