Is PSN still down, last sunday i tried to log in but says under maintenance. US account.

Just wanna ask, do all region PSN account get the Welcome Back deals? We can only choose between 2 of either PS3 or PSP games or we can get 4 2 of each?

Can i ask anybody can get into PSN Store for Japan from Malaysia?
I tried to enter i think it says something like i can access from my country. |
