That's not a very helpful statement, is it? There are no contraceptive method that will give you 100% guarantee. Even sterilisation of the female don't give 100% guarantee. So, if a woman can't depend on the pill, other methods or sterilisation, what can they depend on? 
Agreed with kmarc. What about surgery? It is confirm to prevent pregnancy for life, and does it still count as contraception.
