DJ Vietnam To Revoke License For $9.8 Billion Steel Project

HANOI (Dow Jones)--Vietnam will revoke an investment license for a $9.8 billion steel project jointly held by Malaysia's Lion Group and state-run Vietnam Shipbuilding Industries Group, or Vinashin, the government said Thursday.

Prime Minister Nguyen Tan Dung has approved a proposal from the People's Committee of Ninh Thuan, where the project is located, to revoke the license, the government said in a statement.

The government said the investors have failed to deliver on investment pledges as stated in the license.

The Ca Na Steel Complex would cover nearly 2,000 hectares in Ninh Thuan province, located 350 kilometers northeast of Ho Chi Minh City.

The project's first phase, slated for completion by 2010, would include a steel mill with an annual capacity of 4.5 million metric tons, two power plants with a combined capacity of 1,450 megawatts and a seaport capable of handling 15 million tons of cargo a year.

Vinashin came to the brink of bankruptcy last summer after amassing $4.4 billion in debt.

In December, the shipbuilder defaulted on a $600 million syndicated loan from international lenders, after it failed to make an initial $60 million repayment.
