Generally, A-GPS costs money to lock the signal.

Intergrated GPS will take longer time, but it should not cost money.

all of them can upgrade to 2.3

i heard that SGS processor are more better if in terms of gaming, but they just pretty much the same
except the biggest difference are HTC Sense UI or TouchWiz UI? [this one back to own preference]
if display type, Super AMOLED > S-LCD
however SGS no camera flash 

another thing to remind you is
HTC Incredible S is the only got bootloader locked, out of those 3

CPU performance, yea
if UI, most ppl prefer HTC sense

conclusion:
if hardware, SGS is better in terms of processor [GPU/chipset better] & screen display type

however for UI, back to own preference [try it ur own/see videos across youtube]
some like touchwiz[samsung] while some say HTC Sense is the best UI
i pretty like the features of HTC Sense like the flip-silent, when theres a phone call, u just flip over the phone call, then it would turn ur ringer off

not to mention again, IS got bootloader locked
so if u prefer to mod/hack/custom ur phone [like tuning/custom a car], IS is not ur choice for sure

for my personal preference, around that budget[1.3k?] i would get x10 or N8
[i prefer camera, not apps player nor customizing maniac]

mostly spec sheet would state "Multi-touch input" if there's multi touch capabilities with the phone
but GSMA not 100% accurate though, like Acer Liquid Metal, it do support MT but GSMA didn't state it

not all capacitive touchscreen have multi-touch, some may limited due to hardware/software limitations like se x10 mini, x8 etc.
some got multi-touch after updates like the x10, SE was said that they can't put multi-touch on x10 due to hardware limitation, but after some trying, they at least bring 2-point-multi-touch to x10 

well, i think there's only CSL mi300 Spice can fit your budget & requirements

i thought i explained pretty clear

ok, for me, between those 2..i will get HTC IS
because of the UI, camera[SGS no flash  ]
also, bootloader those thing nothing big deal to me, i dun like customizing/playing game, i more like playing camera 

so now u noe get which for what ?
