Question1:

It's for European market....30km/h is speed limit near schools. 50km/h is speed limit in the city. (I think Malaysia is similar? 40 for schools, 60 for city?    But Malaysians never obey it  )

I know some people say it's gear shift position, etc. But that is just their guess. It's much simpler, just a speed limit indicator. It's also another reason why it's red...it's a warning (ok la, coincidence Forte theme is also red...haha. But cars like Golf also like that).

Question2:

You are referring to the "dot matrix" on the windshield? Not very sure. I suppose it's just to help block some sunlight...like those sheets with many holes that you can stick to your windows.
