i am doing this currently. we took away 3 inches of soil and added concrete reenforced with steel rods to hold weight. otherwise esp. with a car parked there it will break. then add tiles on top. simple job but labour intensive. i would assume you can also just pour concrete if you dont want the tiles and then wash the concrete.
