I believe cash is always there for him to spend, and SAF always buy those player which we need the most, Eg.
Valencia for 17mil after Ronaldo departure to RM
Fernandez for 7mil with good prospect ahead
Smalling for 7mil to reinforce our back line, and also hoping him to succeed Ferdinand role

I think this summer will be interesting, i guess SAF is going after a CM

Schalke chairman Clemens Tonnies has confirmed that Manchester United have expressed an interest in signing their Germany international goalkeeper Manuel Neuer.

United are on the lookout for a new No. 1 to replace 40-year-old Edwin van der Sar, who plans to retire at the end of the season.

Neuer's solid displays in the Schalke goal are thought to have also attracted the attention of Arsenal and Inter Milan, while Bayern Munich manager Louis van Gaal revealed his interest on Tuesday.

But with United arguably in more urgent need of a new goalkeeper, Old Trafford would appear to be his most likely destination.

"An international consultant has approached me and informed me that Manchester United are interested in Neuer," Tonnies told Bild. "If Manchester United present us with a written request, then we will deal with it."

A new goalkeeper is Sir Alex Ferguson's priority this summer, as he looks to find a capable successor for Van der Sar, who has played an integral role in United's recent success.

Neuer, 24, appears to fit the bill as he can boast Champions League and international experience, which would make him a more obvious choice than current reserve goalkeepers Anders Lindegaard and Tomasz Kuszczak to fill Van der Sar's gloves.
