true, IMO they (and probably any company that wants to keep the bootloader locked) should do like what SE did,

release the phone with bootloader locked, but offer a website to unlock the bootloader, and of course with terms and conditions.

this way those who are tech savvy enough can get what they want, and those who are not won't be tinkering with it.

it is still possible for the signed locked bootloader to be unlocked,
the HTC Thunderbolt is signed locked as well, but it is already fully unlocked now

however this moves does make HTC looks bad, and lose more customer
