I can use Adobe Flash to import the video and export it to animated GIFs
To prepare the video into compatible format before imported into Flash, you may need After Effect |

No need to use payware..
Virtualdub can do it for ages already, and unofficial plugins to support other container formats than avi: http://fcchandler.home.comcast.net/~fcchandler/index.html |
