Beechcraft AT-6 for JTACs Training?

The RAAF is considering purchasing up to six Hawker Beechcraft AT-6 light-attack aircraft that would be used for training joint terminal attack controllers. (photo : Airforce Technology)

According to industry officials quoted in Inside the Air Force, the Royal Australian Air Force is considering purchasing as many as six Hawker Beechcraft AT-6 light-attack aircraft that would be used for training joint terminal attack controllers (JTACs) responsible for calling in air strikes.

The RAAF currently uses four aircraft at its Forward Air Control Development Unit; however, there is talk of the service acquiring between four and six replacement aircraft, according to Jim Maslowski, Hawker Beechcraft’s president of US and international government business.

“They have a dire need to be able to qualify their JTACs,” Derek Hess, the company’s director of light attack, said during a February 1 telephone interview.

“You can certainly do that more affordably with an AT-6 than you can with one of their Hornets, or their Super Hornets or an F-35 down the road.

user posted image
The AT-6 is fully equipped with six weapons / stores locations and can be armed with a variety of weapons including guided missiles, laser / GPS-guided bombs and 2.75in rocket pods. (photo : Airforce Technology)

That’s one instance where having common digital signatures with existing platforms, in our case like the A-10 and F-16, make that really a seamless way of doing business.”

The company has also pitched the baseline T-6 trainer as part of the RAAF’s Air 5428 program, an effort to acquire new trainer aircraft.

Raytheon Australia is the prime contractor and has teamed with BAE Systems Australia.
The companies expect the RAAF to release a request for tender later in 2011.

“The AT-6 piece would fit very nicely because if they pick the T-6 [for the training replacement], then you have a common inventory,” Maslowski said.

In addition to Australia, there has been international interest in the aircraft, according to Maslowski.
“We’re in conversation with Australia and there is interest in...other nations as well,” he said, declining to name the countries.

Australia and NZ Expand Defense Cooperation

HMNZS Canterbury amphibious ship (all photos : RNZN)

WELLINGTON - New Zealand Defence Minister Wayne Mapp and his Australian counterpart, Stephen Smith, held their annual meeting Feb. 10 here and announced that Australia will have access to New Zealand's amphibious ship HMNZS Canterbury through a joint forces initiative.

"Today's meeting provided both countries with the opportunity to discuss strategic defense and security priorities in the region … and to give our respective defense organizations the strategic guidance they need for our essential and growing bilateral cooperation in 2011," Smith said.

The ministers asked secretaries in their respective departments to produce a joint report by July 31, detailing preliminary proposals to improve bilateral engagement structures and strengthen strategic bilateral exchanges.

The report is expected to detail proposals to ensure cost-efficient cooperation, notably complementary military capabilities, and the efficient implementation of ANZAC policies.

The ministers noted that the Pacific-focused Ready Response Force (RRF), initiated in September 2009, will be finalized in March, with New Zealand Defence Force personnel to be placed at the Deployable Joint Forces Headquarters in Brisbane.

"We have agreed that, to maintain a robust capability to respond to regional contingencies, the Australian and New Zealand defense forces will jointly develop and exercise plans under the RRF for a common response to contingencies, including humanitarian assistance and disaster relief," Mapp said.

The ministers also announced the sharing of key capabilities, including HMNZS Canterbury, as part of the RRF banner, with a view to early opportunities to exercise planning functions and amphibious interoperability.

"HMNZS Canterbury's amphibious-lift capability will be particularly important in our region over the next few years [as] the Royal Australian Navy faces challenges in amphibious capability," Smith said.

"The integration of HMNZS Canterbury in this way is a practical example of ANZAC cooperation which can benefit our region, particularly in humanitarian assistance and disaster relief," he said.

The ministers also highlighted the successful reinvigoration of the Australia-New Zealand Airlift Agreement, an initiative developed at the previous defense ministers meeting in Sydney in 2009.

As well, Mapp announced that New Zealand will provide a maritime surveillance adviser to the Cook Islands in support of the patrol boat given to that country by Australia.

In addition, both countries will expand their cooperation in English language training for regional militaries, starting with Vietnam, to increase the number of personnel eligible for training courses in New Zealand and Australia.

Russia To Boost Defenses On Kuril Islands: Medvedev

user posted image
Kuril Islands map

MOSCOW - Russian President Dmitry Medvedev on Feb. 9 ordered the deployment of extra weaponry on the Kuril islands claimed by Japan, escalating tensions in a dispute that has festered since World War II.

Bluntly describing the Pacific islands as an "inseparable" part of Russia's territory and a strategic Russian region, Medvedev also ordered an expansion of its presence on the remote archipelago.

His comments represented a drastic sharpening of Moscow's rhetoric in the dispute with Tokyo after Japan's Prime Minister Naoto Kan called Medvedev's unprecedented visit to the islands in November an "unforgivable outrage".

The remarks are also sure to create an icy atmosphere when Japanese Foreign Minister Seiji Maehara visits Moscow on Feb. 11 for previously scheduled talks with his Russian counterpart Sergei Lavrov.

"The additional weapons which will be deployed there must be sufficient and modern to ensure the security of these islands, which are an inseparable part of the Russian Federation," Medvedev said.

"We will make every necessary effort to strengthen our presence on the Kuril islands. This is our strategic region," he said at a meeting with Russia's ministers of defense and regional development shown on state television.

"Ensure that all the necessary decisions are carried out, the deliveries (of weapons) are realized and all the necessary reorganizational measures are fulfilled," Medvedev told Defence Minister Anatoly Serdyukov.

Serdyukov, who also angered Japan when he visited the islands last week, replied that the defense ministry would review what additional arms were needed on the Kurils and would report back at the end of February.

"We will prepare a program by the end of the month. Now we understand what weapons need to be there. We will take a decision by the end of month," Serdyukov was quoted as saying.

A defense ministry source told the ITAR-TASS news agency that the Mistral class warships Russia is buying from France would be used by the Russian Pacific Fleet "including for the protection of the South Kurils".

The deputy head of the defense committee for Russia's lower house of parliament, Igor Barinov, said Medvedev's announcement was a response to "anti-Russian hysteria" in Japan.

"This decision is mainly of a political nature and tells Japan that there is going to be no revision of the results of World War II and it will cool hotheads in Tokyo," he told the RIA Novosti news agency.

The Kurils, which lie just north of Japan's Hokkaido Island, have been controlled by Moscow since they were seized by Soviet troops in 1945. Their status remains a major problem in Moscow-Tokyo relations.

The dispute surrounds the southernmost four islands - known in Russian as Iturup, Shikotan, Habomai and Kunashir - which are still claimed by Tokyo and collectively known in Japan as the Northern Territories.

Japan does not contest Russia's sovereignty over the northernmost islands but has repeatedly demanded the return of the other four. Serdykov last week angered Japan by visiting Iturup and Kunashir.

The row also prevented Russia and Japan from signing a peace treaty to formally end World War II and stymied attempts to bring bilateral economic relations to their full potential.

The islanders - buffeted by storm winds and often battling fog - eke out a tough existence with fishing the main industry. Medvedev called for greater tourism and foreign investment.

"The main thing is that the people who live there should feel they are no worse off than those on the mainland," he said.

Russian foreign ministry spokesman Alexander Lukashevich said ahead of Maehara's visit that now was "the perfect time to return our relations to their normal track."

But he added: "First and foremost, we expect our Japanese colleagues to fundamentally change their attitude towards Russia."
