hi again .. i manage to get into the server to create a character but now i cant get into the game ... this is the error message that i get:

and im playing from Osaka, Japan .... is that mean i cant play from here?? is the server only meant for malaysia?

True, little froggy. 
But your language locale must be set to English to fix this problem.
Go to "Start" -> Control Panel -> Regional And Language Options and set the Language For Non-Unicode Programs  like the attachment I've posted.

Then click OK and YES, then restart the PC.
