You have to buy/get the app using the same iTunes acc that you want to buy the in-app addon. You can't use different accounts.

I ended up paying for an app that I got when it was on free promo, just to be able to buy the add-on.. doh.gif

im on MY account and if i remember correctly before doing an apple account,i choose no credit card or something like that
