its better to avoid not changing fork oil..
and also avoid lowering too much...
Front too lowered :
1) front dip to down
2) front braking performance drop
3) turning angle decrease [cannot turn lower]
4) unstable during high speed [rear tends to shake more with strong wind][stated by bro charge]
5) cannot go through bump in normal speed [hit the front lower covershoot]
6) the brake hose becomes annoying because of the length after lowered the fork
7) mudguard and radiator collide
8) amount of wind blowing in towards the radiator becomes less/un-smooth [based on my intuition, i remembered i read somewhere in the net about this]
Fork oil unchange :
1) handling during cornering feels like wobbly, unstable [fork compress too fast and then recoil too fast]
2) going through potholes, the compression too soft, causing the fork to compress too fast and too much thus mudguard and radiator collide with each other
3) uneven road will make the rider feel slightly bumpy a bit because of the stiffer fork
4) stability achieved
[u can see this happens during motogp races when the rider turns wide, it's caused when u brake not enough to cause ur front to dip more, then when the bike turns wide, its caused because the fork already recoil back thus making the bike automatically turns wide]
