Collectorstime might selling the old stock, thus the oil might be dried up.
Bring it to service center as it is still under warranty.

yes, they will punch extra hole.
no, they would not make the watch look ugly.
there are many shorter leather strap available for smaller wrist people.

Yape, don't confuse yourself with chornometer and chronograph.
Any reliable movement can be adjusted to chronometer status. And 8k for chronometer is definitely not cheap.
Basically all quartz is running within chronometer range.
