Normally, just power cycle modem / router + make sure there's no downloading / streaming / torrenting going on, then steam can login liao.

Otherwise, you guys can try this. It worked for me when ^ resetting modem didnt work.

That was back when it was in the Beta stage I think. (Where you could opt-in through the Steam beta participation).

Now it's rolled out and enforced on all accounts iinm.

Make sure you are not downloading/streaming/torrenting anything at that moment.

Close your youtube's, utorrent, xunlei, PPStream, and everything else before connecting to steam.

That works most of the time.

For Malaysia, fluctuating between 120~150kb/s, for Taiwan/HK it's around 130, no higher than 150.
