Can i install a game BEFORE purchase the game?

In steam got several games,i wonder if its FREE?

My english low i need you guys to help me read.
This is what i dont understand.

Battlefield Bad Company 2: SPECACT Kit Upgrade DLC,does it mean that i can get M16A2, UMP-45, MG3 and a gun metal black M95 SNIPER without unlocking them?
