Spire Thermal Eclipse II with E8400, Idle:42 Load:59 Better Use Stock Cooler?

I just installed Spire Thermal Eclipse II to my E8400...
but i dun satisfy with the result i get...is it normal i get this temperature? i expect it to done better because it is the top cpu cooler recommend by frostlytech.com... i even saw some have better temp than mine with stock hsf... am i done something wrong during the installation? FYI,i using the thermal paste given... anyone can enlighthen me?

reapply the thermal paste. make sure u use the correct amount.
