Yeah, same here. I think it is similar to window starting up, require time to load some apps may be.
But the super fast boot up compensate enough for the few seconds delay. Totally took less than 15s to boot up, quite fast compare to some slowdroid.

If u says so, then i can't tell which part should i blame at which level causing the screen not responsive? Hardware/Software/Touch Screen Firmware/ROM?

I do have some issue with screen sometime on the NoDo Update(putting unlock issue aside and sudden not responsive on normal program or messaging.), if u notice the Space and Enter button were right next to the . button, Pressing the . button will not respond instead the Space or the Enter will respond. I assume this can be resolve by a screen recalibration by HTC.
