Is it true that you must stay in hostel for the duration of the course?
like 4 years for degree?

In pauh, celcom is a beast. The hostel walls in pauh disrupt the mobile signal and so far celcom works inside the hostel (depends on line condition also la)
Umobile is fairly fast and digi works too ( some people complain cannot use in manufacturing faculty). No idea about maxis and yes. Interesting to note that the best umobile reception in Malaysia is in perlis (opensignal) Well I'm not so sure about other hostels but I've heard simpang empat hostel is a mobile deadzone.
