Bad bad idea.

If the compressor is not running, it just mean something is not right.
Call the air-cond manufacturers service centre to check or electrician to check where is wrong. Either compressor motor or PCB board that control the compressor.

If the TNB electric supply is not stable, then your main CB will trip, or your house all appliance blow out.

Please DO NOT dismantle fuses, or CBs, they are there to protect and safety issue.

If the air-cond is at good condition with no leak, why it need to be serviced?
It can be used.

After all, those ordinary service just wash your blower and compressor, and top up gas only.
They are not going to grease the bearing inside the compressor etc. <-- which is the main concern for part that not running for long time.
